The highest decision-making body of the municipality is the municipal council. It is responsible for the municipality's operations and finances.
The council must, among other things, decide on the main objectives of operations and finances, the principles of organizing administration, the principles of economics and finance, and approve the budget. The council decides on the general principles of fees charged for municipal services and other services, on the provision of a guarantee or other security for the debt of another, it elects members to the most important municipal bodies, and approves the financial statements and decides on discharge from liability.
