Reporting channel for suspected misconduct by personnel and contractors
Using the Karvia Municipality's suspected abuse reporting channel, personnel and contract partners can report suspected abuse and violations of the law they observe in connection with their work.
The channel is whistleblower protection act internal reporting channel referred to in the Act. Violations to be reported in accordance with the Act concern violations in certain areas of law. Examples of these areas include, among others, public procurement, traffic safety, environmental protection, protection of privacy and personal data, and security of information systems. In addition to these, notifications may concern, among others, the granting of state aid or subsidies or violations of competition law. The areas of law are listed in Section 2 of the Act.
How do I make a report in the notification channel?
The report is made via the link at the bottom of the page. The link opens a form where you can record your observations of suspected abuse. You can also add attachments to the report.
You can choose to report it either completely anonymously or by providing your contact information in the additional information section at the end of the case description.
After saving the report, you will receive a code that you can use to return to the report and check whether you have been asked additional questions. You can also complete the report if you wish. In anonymous reporting, communication between the handler and the reporter always takes place via a code. If you lose the code, communication is impossible, so save it carefully.

How is the notification processed?
The notification will be processed by employees of the Municipality of Karvia assigned to this task, and only these employees have access to the notification information. The information in the notification is confidential. The notification will always be processed impartially, independently and confidentially.
Reports will be processed within seven days of their submission. The person reporting the report will be notified no later than three months after receipt of the report of how the matter has been resolved or what measures have been taken based on the report.
Other considerations
The notification can also be made by phone or email to the administrative director or mayor.
The reporting channel is intended only for reporting suspected abuse. If you would like to provide (customer) feedback on the municipality's operations, please send it to karvia@karvia.fi.
The reporting channel may not be used for improper purposes. Anyone who intentionally reports false information may be subject to criminal liability.
Whistleblower protection
The whistleblower protection channel for suspected misconduct is based on the Whistleblower Protection Act, which came into force on 1 January 2023. The Whistleblower Protection Act provides protection to the whistleblower in certain situations and prevents the employer from taking retaliatory measures against the whistleblower. For example, the employer cannot weaken the terms of the whistleblower's employment relationship, terminate the whistleblower's employment relationship, or lay off the whistleblower due to the report.
